A Cleric of Urgathoa kan get the Shatter Resolve feat, which causes enemies who fail their save against your channel to also be shaken (also note the lack of the "doesn't stack to frightened" sentence).
Bards gain Dirge of Doom, which is kinda like the thing you ask for.

Not quite, but here's a short list of useful things:
- Raiment of Command: 2nd level wizard spell, hour/level, gives +5 to Intimidate. Technically untyped.
- Frightening Ambush Feat: free action intimidate when attacking a flat-footed opponent.
- Mark of the Grinning Skull: scaling magic item, increases shaken penalties by 2 in regards to yourself, and can use intimidate as a move action.
- Damnation Feats: evil flavor, but can get to intimidation as a swift
- Draconic Malice spell, various 3rd level lists, bypasses fear immunity within 10' of you
- finally, various ways of getting Dazzling Display to happen faster - Order of the Cockatrice Cavalier, Slayer + Killing Flourish, Violent Display, etc. Can be variously done as a full round, standard, move, swift, or free action depending on the route.

Mass Cause Fear (Cleric/Oracle 5)
Caster Level 9
5 x 9 x 2,000 = 90,000gp
90,000 x 4 = 360,000gp due to the spell' s duration being measured in rounds.
7HD/Level gives you 63HD worth of fear aura for 25' continuously. But it's only effevtive against creatures with 7HD and below, and is subject to spell resistance.
And the total HD can be increased with a higher CL/price. To a maximum of 140HD for 800,000gp with a CL of 20. Maybe shenanigans can squeeze a couple more in there. But that's already 20th level character WBL, and it's one item.
But, it can be any magic item you want. Best I can do right meow.
Draconic Malice (multiple lists 3)
Caster Level 3
3 x 3 x 2,000 = 18,000gp
18,000 x 2 = 36,000gp due to the spell's duration being minutes/level.
Two rings and nothing under 7HD can get within 10' of the wearer without becoming frightened, shaken at the least.
