I ordered the bundle at the level that should have included miniatures, but only received comics. Obviously I entered the right key, or else I would not have received the comics. What am I missing?

Put shortly, delays beyond Paizo's control, ie with the manufacturers, have seriously delayed the miniatures, so Paizo has elected to send out the comics, then eat the cost of shipping the minis separately when they finally arrive in the warehouse.

Paul is correct. The miniatures have not yet been released. They will be released in August. You can read more about it here.
