Are there a set number of tickets available for the Gen Con specials at each tier? Are there tiers that are easier to get into than others? Or are there just a set number of player seats in the ballroom, and the Organized Play coordinators divide up the tables among the different tiers based on the numbers of advance tickets sold for each tier?
Context: My family and I have PFS characters at 4th level (2 at 9XP, 1 at 10XP, 1 at 11XP). We played them in both specials last year in tier 3-4, and had a blast. We are finally confident enough about our summer schedule that we have bought our Gen Con badges for this year, and are putting together our wishlist ahead of event registration opening tomorrow, and are trying to decide whether to sign up for the specials at levels 3-4 again or go up to levels 5-6 (figuring we can play a couple of scenarios with these PCs before August).
Any advice would be appreciated before I push the button tomorrow at noon EDT.

Yes, as Gary Bush said, the tickets are sold by sub-tier in limited numbers determined by the number of tables in the room, the demand for tickets in each sub-tier, and the number of GM resources we have available. The specials tend to sell out each year very quickly. Do not assume that you can be reseated in another sub-tier as they will most likely be sold out. Due to the size and complexity of the materials GMs are only tasked with preparing the sub-tier for which they are assigned so we do not have the flexibility to shift tables to different sub-tier when the event is about to start.

Thanks for the advice, both of you. We got the tiers we wanted for both PFS specials and the Saturday night Starfinder special, and a Sunday morning play test slot. The only events on our wishlist we could get were for Friday and Saturday 2pm PFS scenarios that I added at the last minute. I’m pretty sure we’ll find something to play as walk-ins anyway at those times.

How many tables does Paizo have in the Sagamore? Just curious as there are a total of 750 tickets available for Thursday night's special, 940 for Friday night's and 840 for Saturday's. Is this a manifestation of the desire to present flexibility by level or is there something else planned for Thursday/Saturday night?

Flexibility. Follow the Gen Con volunteer open call thread for updates and notifications. We underlisted our seat counts this year because it is much quicker and easier to add seats to an existing listing than to reduce one to switch those seats to another offering. The idea was would could react to demand more quickly.
However, we are in need of quite a few more GMs. Before we offer the seats to players, we need to make sure we'll have GMs to run the table. So, it is possible ticket availability will increase slowly over the next few months as more volunteer resources are made available.
