Greater Balor Whip? How does this work?

It says it increases the threat range of your melee weapon to 19-20. So I want to know what happens when it's used with a 18-20 threat weapon or perhaps a 20x4 weapon with improved critical.

You can't use it with those weapons. It states it only applies when using Balor Whip, which requires you to use a whip

Thats what I thought, but Improved Balor Whip lets you attack with a weapon in the other hand - it is that attack which greater balor whip boosts.

As it sets the crit range it won't strictly affect 19+ and 18+ crit range weapons. The 20x4 will become a 19+x4 though.

I'd probably allow it to increase crit range by 1 applied after other effects that improve crit range such as keen, but thats an ad hoc ruling.

It does what it says. The crit range of the weapon becomes 19-20 and you get a +4 to confirm.
