Effects that add to die rolls do they also effect flat effects?

Rules Questions

I am pretty sure they don't but wanted to make sure. So lets say you had an ability that increases +1 on die rolls like a bloodline arcana. If you had an effect that did flat damage or healing (no die roll) but would otherwise satisify the requirements to trigger the +1 factor. Would you add the +1 once or not at all?

This will depend on the wording of the two abilities. Can you ask more specifically?

So an example of what i am talking about? Ok like lets say you have blood havoc on a sorcerer and have the spell focus for necro giving +1 on die rolls for necro spells. You cast Wail of the bansee do you get the +1 on the damage.

In this case I think you get nothing. +1 per die rolled on Wail of the Banshee is zero.

Better word choice and usage is helpful.

Some feats/effects only work with die rolls. Read the description as usually there is an effort to make it pretty clear. If there's no die roll then nothing gets added (if it is a requirement). Often damage dice and to hit rolls(d20) are seperate and the effect adds/increases one of; CL, DC, to hit roll, damage dice.

Really you answered your own question. 'giving +1 on die rolls' literally means to add one to the number rolled on the die. No roll means no +1.

TL;DR: In Pathfinder, there are no one-sided dice.

I have several one sided dice... Hmmm, maybe I should market them.

Dice that only roll low when you need a good roll the most don't count.

All my dice always land on one side....the outside.

I think there are some effects that key off spell level as opposed to dice rolled.

Here is one that keys off your level.
