Hey, everyone. I feel like I've missed something.
From pg. 203 of the CRB, you cannot wear heavy armor while in power armor, but you can wear light armor. When you do so, you take the better EAC and KAC, between the power armor and the light armor.
However, I cannot for the life of me figure out how armor upgrades work when you do this.
It would seem fairly obvious that the upgrades in the power armor would function as normal, but it's a little iffy, with the upgrades on the light armor. For example, I can't think of a reason for infrared sensors on the light armor to stop functioning, just because you're wearing a small tank over it, but less so the jetpack upgrade.
It's easy enough to make a judgement call, as a GM, but I was wondering if it's codified anywhere.

I wear second skin with the infrared sensors upgrade underneath my freebooter armor, and so far no GM has found issue with it. It has crossed my mind that this might not technically be legal though.
I for one would certainly like to know how this is meant to work as well.

This is a good question which I have seen pop up a few times hopefully the equipment book covers it. My groups have basically been handling it working like the other parts of the stacking. You get the best of whatever you are wearing so if your outer armor has more mod slots then you get those if the light under armor does than you get those mod slots. So you are not tempted to wear infinite second skins for unlimited mod slots.
Generally the heavier armor tends to have more mod slots it seems so that probably should work well enough as a rule of thumb until/unless some official ruling happens.

I don't think you can wear light armor (even second skin) under either heavy or light armor and get any benefit from it.
My assumption is that all heavy armor and most of the light armors come with something like second skin to wear as a part of them (even if they're not described as having it) but even if that isn't the case, this would get really silly really quickly.
For power armor, specifically, I think you get the benefit of the armor upgrades in the slots of both the light armor and power armor. For one, that ish is expensive, and you're not wearing the power armor 24/7 anyway.

There actually are specific rules covering wearing lighter armor under heavier armor. The only thing it does not make clear is how mods on the under armor work or if they work.

I get the rationality to that, but I don't see anything in the rules allowing that, at least not explicitly. And I also see this...
Most suits of armor consist of a helmet, gloves, boots, and a bodysuit that offers head-to-toe protection.
That's what led me to my earlier comment about heavy armor including something like second skin underneath it already (even if it doesn't explicitly mention it).
