He was giving the Int score because he will also need to do a Use Magic Device check to emulate an ability score. Since Raise Dead is a lvl 5 Cleric Spell he also needs to make a Use Magic Device check with a DC 30 to Emulate having a 15 Wisdom score in order to activate the scroll. Of course if you already have a 15 or higher wisdom you do not need to make this check. So you need to make two checks to activate the scroll. One for your Emulate an Ability Score and another for it not being on your Class Spell List.

The scroll is a Divine Scroll, not a Cleric Scroll.
•The spell must be of the correct type (arcane or divine). ... and divine spellcasters (clerics, druids, paladins, and rangers) can only use scrolls containing divine spells. (The type of scroll a character creates is also determined by his class.)
He should be fine using his CHA as his casting stat. (You don't make Oracles or Sorcerers roll UMD to use scrolls just because they are CHA based instead of INT or WIS based, they use their normal casting stat.)
