Shifter Unencumbered

In Ultimate Wilderness (p. 27) it states that the shifter must be "unencumbered" to gain certain benefits. Does "unencumbered" even allow for a cold weather outfit?

Unencumbered means you aren't carrying more than a Light Load, per Carrying Capacity rules
