You can make a full attack with thrown weapons if you have Quick Draw or if you're throwing shuriken, and Flurry of Blows can be used with thrown weapons.
However Flurry of Blows can only be used with weapons which have the monk special weapon property, and the javelin is not a monk special weapon. While I'm sure there are ways round this restriction they surely require investment in the form of feats and the like, and if you're going to spend feats to gain the ability then I'm sure you can do better than the javelin.
Probably the best option for a ranged Flurry of Blows (short of playing a Zen Archer) is to use shuriken with the Ascetic Style feat.

Well, if you want to flurry with spears, while also being rules legal, you have to do a bit more... here are a few ways you can make it work;
1: If your NPC is atleast 6th level, you can use this archetype: Sohei. Select Spears as your first weapon training group, and your set.
2: If you want him to only Flurry while THROWING weapons, you can go with this archetype: Far Strike Monk It is proficient in all thrown weapons and can flurry with them, but cannot make melee attacks during a flurry.
3. Multiclass as Cleric (or 4 levels of Warpriest) to qualify for the Crusader's Flurry feat, and worship a god who's favored weapon is the type of spear you wish to use.
2 seems like the best bet to me. Works from first level on, and gets Quickdraw as a bonus feat at first level in place of stunning first. Along with a lot of other nifty benefits for throwing things.

There's also the Mehir Guardian archetype from Ultimate Wilderness, who can flurry with the claws it grants instead of unarmed strikes, as well as club, dagger, dart, quarterstaff, sickle, shortspear, sling, and spear.
For some reason*, it's not aviable for unchained Monk, and thus Far Strike Monk is superior if you want to mainly throw (because a throwing build desperately needs the bonus feats).
*) Presumably because the developers were apparently all working on Starfinder (and possibly also on PF2) and thus no one checked what the writers sent in.
