It's at least 24 hours of time and at least 8 hours of rest, which can overlap freely, followed by at least 15 minutes of concentration, so spells per day is a bit misleading, as a spellcaster's spells show up 15 minutes later every day - if a spellcaster was fresh at 9 am this morning, he can't have his spells back faster than 9:15 am tomorrow, and then 9:30 am the next day, and so on.
