If by 'gain more' you mean get one without trading anything away for it, then I don't believe their is any specific mechanic for that (although the race builder would let you make 'alternate halfings' with more racial traits intrinsically, and thus a higher race point cost but this is a gm tool, not a player tool).
You can though gain as many alternate racial traits as you like, as long as you 'pay' for them by trading existing racial traits as they require, so, for example, a halfing can be Acquisitive (replaces keen senses), Blessed (replaces fearless), and an Outrider (replaces sure footed) all at once if desired.
Of course any specific racial trait might be able to be replaced or simulated with a feat, magic item or spell, depending on what the racial trait does. For example, fleet of foot gives halflings a base speed of 30, removing the slow speed and sure footed racial traits. If you still wanted to be sure footed but have a base speed of 30, you could take the 'fleet' feat twice to get that (not a good trade in my opinion).
