Chains of Light on a flying creature?

I want to know if Chains of Light would drop a flying creature (with wings) or the chains would keep it "hovering" in place on its same spot.

CoL states that the creature is paralyzed, so it certainly can't fly with wings. However, the chains themselves COULD hold it aloft, if that's that the spell intends. I can't find anything definite in the spell itself, but that's the way I'd rule (since the spell makes no mention of needing something to anchor to, the way web does).

Has anyone got any author/developer commentary to discern intent ?

EDIT: WHY can't I spell reliably ?


It is not only paralyzed, it is also "held immobile", so it would stay in place held aloft by the chains.
