Ever since I saw the Warlock Vigilante I wanted to figure out a decent way to make a character built around the Mystic Bolts ability they get.
I think I may have figured out a way to actually do it.
The following is built for PFS, so 20 point buy, only PFS legal Paizo materials...if you can use 3pp or non-PFS materials, have a higher point buy, etc. you can make it even better.

Noteable magic items: Deliquescent Gloves, +4 dex belt, boots of speed, the rest are you standards...magic armor, ring of protection, cloak of resistance, etc.
With this build your base damage for your Mystic Bolts would be 2d6+2 (1d6+1 base, +1 point blank shot, +1d6 Deliquescent Gloves). With sneak attack you would add an extra 5d6 acid/precision damage.
All of your attacks (ranged or melee) with Mystic Bolts would target touch AC.
BAB 8, +7 Dex, +1 PBS, +1 WF, +1 Size =
+18/+13 with one hand
+16/+16/+11 One hand with Rapid Shot or TWF
+14/+14/+14/+9 with Rapid Shot + TWF
+14/+14/+14/+9/+9 with Rapid Shot + ITWF
With Clustered Shots that would be an average of 132.5 damage against anything within 30' that is not immune to acid and precision damage with a full attack. If they are immune to acid/precision, carry a couple backup daggers or use your spells to buff the party (Enlarge the tank, etc)
You would also have access to level 1 and 2 Wizard/Sorcerer spells, A nifty tattoo chamber which you can load with arcane wands, Trapfinding, Evasion, Uncanny Dodge, Debilitating Injury, Rogues Edge skill unlock for stealth, a truckload of skill points, etc.

I'll revisit the traits, see if I can find something better.
Max range on Mystic Bolt is 30'...so sniper goggles are kind of useless to the build.
Hmm...need a replacement for Clustered Shots then...any feats or items out there help get around acid resistance?
As for reliably getting off sneak attack, I'll probably spend a lot of my time in melee, flanking with team mates. Maybe some prodigious use of Obscuring Mist + fog cutting glasses (or some other means of seeing through fog)
Don't need the rogue talent to get Frostbite...the Warlock gets access to that spell already, fitting in enforcer and shatter defenses might be a bit more challenging...

If you hit the enemy with a dagger or something coated with Corrosenze before using the mystic bolts that reduces their resistance by 5 for 5 minutes. Esoteric Advantage is a feat which can reduce energy resistance by 2.
Dunno how common it is in PFS but when using flanking remember uncanny dodge is a thing. Also be careful, TWF melee rogues (the closest equivalent to your build here) have known problems with doing little damage the round they move into melee then not surviving full attacks (especially with grab) before they get their own off. Casting vanish then moving would help where possible.

Uncanny dodge is not super common in PFS, I have a level 9 Rogue/Hunter that has never run into it in a single session.
I have played more Rogues (and Rogue-like characters) in my 30+ years of playing RPGs than every other class combined, so I tend to think very tactically in combat. I will likely make extensive use of vanish and invisibility, cover and concealment, maybe reduce person, long arm, etc. to keep myself from drawing fire before I can get some hits in.
I will also have the option to snipe, between the Halfling racial trait and the Rogue talent I will not take a negative to take sniper shots.
At higher levels I might consider dropping 21000g on a wand of greater invisibility since I won't be dropping a bunch of gold on weapons.

Switched the race to Wayang instead of Halfling for better stat synergy and the alternate racial ability which increases the miss chance on them in dim light to 50% and the racial ability to go invisible for a few rounds per day.
Dropped Clustered Shots and the Sniper stuff in favor of Dazzling Display and Shatter Defenses to enable more sneak attacks (plus a nice AoE debuff).
Swapped in Bleeding Attack, so I can tack an extra 5 damage per round of bleed onto things along with the other Debilitating Injury stuff.
I also found a lovely little level 2 spell called Diminish Resistance which can help knock down an enemies resistance to my bolts.
