Since only 1% of non-standard, non-human ones have swim, I'd expect a hefty know [local/planes] check to know about them.

Argh, sorry, you're right. The grippli we ran into must have had the special ranger ability. I was so excited, too! No, I don't know of any small humanoids with a swim speed.
I used to transform into a medium-sized lizardfolk for a 15' swim speed and 3 attacks with Alter Self. If you want a swim speed with the aquatic sub-type, for breathing underwater, the medium gillman or Locathah would give you 30'.
Monstrous Physique I is 3rd level, but then you can transform into the monstrous humanoids, and there are a few possibilities. My favorite is the Charda, which is a fantastic form with 5 attacks and a 60' swim swim.

grindylows are RP22, and are small with a swim speed - you could always change the race to make a grindlylow less powerful or a medium race small
