Question on Cost of Adding Additional Ability to Existing Magic Item

My 10th Level Magus would like to put a continous Adjuring Step on his Swarmbane Clasp.

Per the RAW is the cost of that enchantment 20,000gp per the Chart 15-29 on page 550 in the PHB or is it 30,000 per the wording in the Adding New Abilities on page 553?

The followup question, is that consdiering the cost imposed by my caster level on a spell that does not change or get stronger the higher the caster is, wouldn't it just be better to hire a low lvel wizard ( Level 1-3 ) to cast Adjuring Step at a fraction of the cost?

A Swarmbane Clasp is CL8. Therefore any effect should also be 8th level.

The Adjuring Step discharges when you attack, so your magus cannot attack if he wants to keep this active.
As a GM, I would rule that reactivation would require a standard action.

As to RAW, using the formula is done after looking at comparable items. I will leave that to others. For the formula, you missed the footnote[#2] for continuous items. You actually get:
1 (SL) * 8 (CL) * 2000 (continuous) * 4 (round/level) = 64,000 gp. Adding it to an magic item (the clasp @ 3000) adds 50%, so 99,000 gp total. Way not worth it.
Crafting the continuous item and adding the clasp nets 67,000 gp total. Still not worth it.

For the followup question, the increased caster level has two effects:
1) harder to dispell
2) a single activation lasts longer

Since a magus will likely get very limited use of this, I would instead go for uses per day. Lets say 3/day at CL8. The formula is:
1 (SL) * 8 (CL) * 1800 (command) * 3 (uses) / 5 = 8,640 gp.
Add to clasp = 15,960 gp
Add clasp later = 13,140 gp
Each time you activate it, you get 8 rounds of the spell.
