Had the same question/problem, but Deadmanwalking and captain yesterday pointed me toward the unchained npc/monster creation rules. Seems Paizo used something like this for the SF enemies.

Also, seems they go pretty solidly by the monster statistics by CR. (Also according to Deadmanwalking; I have to date blindly accepted his superior wisdom, but if this proves wrong, I'm blaming him, despite not doing any of the work myself. XD)

Yeah, NPCs and PCs don't use the same rules.
PCs have much higher health and AC in Starfinder compared to Pathfinder. NPCs have lower health, but higher attack bonuses in Starfinder.
The whole of combat has been revamped, so that CR equivalent encounters are supposed to be much more challenging than in Pathfinder. I regularly ran CR + 3 encounters for my party as their standard challenge, and higher for actually "challenges" to the party.
In Starfinder, people are reporting the equivalent CR encounters are knocking PCs unconscious (though not dying because of changes in the system).
