I think Mark Seifter mentioned that they were using a point-buy system in the early stages of Starfinder testing, but that it ultimately got left behind because it was deemed too complicated (and one of the goals of Starfinder is to make the game more accessible).
I think Mark also mentioned that they liked the system a lot, though. And that they might have a blog post or something spelling it out as an optional rule for people to use (much like the blog post they had regarding a different way of running Automatic Bonus Progression costs).
I, for one, would be very interested in seeing what that point-buy system was like!

No, but most of the reasons for preferring one over the other apply to nearly all RPGs.

I don't know. That's why I asked. Is there anything about Starfinder that prevents the usual "I rolled all 3s and another player rolled all 18s and now the characters aren't entirely balanced" problems (or whatever the best/worst characters are in the particular dice-rolling system used)? Are characters powers less stat-dependent than before?
I'm guessing the answer is no.
