What restrictions does PFS put on the options for character creation beyond those in the regular rules?
I've seen references here and there, but I would appreciate a comprehensive list, because I like to utilize the additional books when building my characters, and I want to know what options are available to me.

You will want to download the Roleplaying Guild Guide. It has all the information you need. Also check Additional Resources for content not in the core rulebook.
One of the biggest restrictions is that the summoner is banned. If you want to play a summoner, you have to use unchained summoner from Pathfinder Unchained.

You should read through the Guide. It will answer most of your questions.
As a Pathfinder Society Roleplaying Guild GM, you have the right and responsibility to make whatever judgments, within the rules, that you feel are necessary at your table to ensure everyone has a fair and fun experience.
You might find Flutter's Guide for PFS Newbies helpful as well.

If anything's unclear, ask specific questions here on the forums. Occasionally, there are corner cases of weird rules interactions that we're not sure about, and those would need to be asked in the Campaign Clarifications thread.
Most of the time, it'll be something that actually is clear cut, but as a new player, you just missed a detail. We've all been there - it's a lot to take in all at once when you're first starting out.

If you're playing in public games, it's important to remember that for all the feats, equipments, races, classes, traits, etc you want to use, you'll need to have either a physical copy of the book the item/feat/thing is presented in, or a bought pdf (from Paizo) with your name as a watermarkthingie on it, and you need to bring it to the table. In addition, you should bring a copy (or rather, copy of the sections) of the additional resources document to show that the options you've picked are actually legal for play. How strictly your DM goes through your character sheet, though, depends on the gm obviously.
Basically, when building a character: Decide what race/class/feat/ability you want -> check which book that thing was mentioned in -> check that you have said book -> check that it's part of the allowed additional resources. (most of the stuff is usually allowed, except for clearly evil things and stuff that break the rules considerably or are optional rules).

The Guide is getting a revision in one week, so if you're not planning on playing in an actual session before then it might be better to just wait.
Or read through it now, and hopefully there will be a changelog.
You're probably ok making a character now though as it's rather rare that they change the basic stuff. Also look at the Additonal resources document before using non-core material.
