It turns out to be quite hard to set a reasonable number.
You might be uncomfortable letting someone take the "talk" free action give times in a row, because orating at length in six seconds...
But a mid-level archer has enough BAB/rapid shot/manyshot/haste to fire his bow five times in a round, and should be able to draw give arrows.

Nope, it's up to the GM. Actually PFS leadership doesn't always act to reduce table variation. PFS leadership likes people to run things as written. If the PFS leadership hasn't felt something is worth clarifying, then "expect table variation" is the mantra of the day.
In the case of free actions, I tend to not worry about it unless you are trying to set up some indefinite loop of events.
I've seen monks make up to 10 attacks in a round. If a monk is attacking with shuriken, which are drawn as a free action like ammunition, should they be prevented from drawing all the ones they need to complete their full attack because the GM set an arbitrary limit of 6 free actions per round?

Ah okay. I was reading a thread about an archer using a ring of force shield, deactivating it at the start of their turn (a free action) to use their bow, and then reactivating it at the end of their turn (also a free action), and a few people seemed to think that was too many free actions. So it made me curious if there was a PFS ruling on that sort of thing.

Basically, anytime it looks like there's a problem with free actions, there's some other thing that should actually be limited, assuming you want to limit it at all.
"Free actions" is just a tool to limit the thing you really want to stop. Any attempt to actually do so by putting a strict limit on "number of free actions" will horribly break all kinds of things that are perfectly reasonable.

My rule of thumb on free actions:
Every Class should be able to make all of their BAB iterative attacks, feat granted extra attacks (improved two-weapon fighting or rapid shot), and spell granted extra attacks (haste or blessing of fervor).
Once you allow that, restricting one or two free actions here and there seems petty.
Although, if the player is using the "free action" paradigm to create broken combinations (above being able to make all your attacks) and endless loops, then nip it in the bud.

I'm not nearly as much of a math nerd as I used to be. But now that you showed me that, I couldn't resist figuring it out for the number 31.

And yes, I did all that in my head without a calculator, only writing down the result at each step. And then confirmed that I got it right afterwards. It's good to know that I can still do stuff like that almost as well as I did in high school, 25+ years ago.

I go with a hard limit of 31 per round, per PC.
If you can find a way to hit that limit, with only one of them being for speaking, then you get a golf clap, and are told to shut up and let someone else have a turn.
Play an indecisive Gunslinger
Carry multiple identical-looking pistols firearms with different ammo types.
Have Quick Draw.
Have Gun Twirling.
Draw a gun.
Realize it's the wrong gun.
Re-holster gun.
Repeat multiple times.
Exclaim occasionally "Where is that gun?!"
With 31st free action, have character sigh and mumble his apologies.

This 'debate' does come up occasionally at my table too. Less due to mechanics such as drawing and firing arrows and more from a conversation stand point such as relaying knowledge checks (can that be done out of turn if the wizard acts after the fighter for example so they know to draw their silver dagger instead of using their regular greatsword), discussing tactics and positioning and so on.
Just wondering if there is no hard and fast rule if there is a general consensus on how much is 'reasonable' for this kind of thing.

For the most part, the same limit on Free actions is imposed on players that just can't decide what to do on their turn. No hard limit, but at a certain point, the GM just goes to the next person. Besides, I don't think characters are obligated to use all their possible actions on every turn.
Regarding relaying knowledge check results. Depends on the GM. Many GMs locally just allow instant knowledge for all players involved. Did have one that insisted characters couldn't talk if it wasn't their turn. I'm pretty passive on this one, provided the GM is consistent, I don't really care how they rule it at the table.
