How does the Dusk lantern work?

Dusk Lantern at Archives of Nethys (Adventurer's Armory 2 pg. 12)
Dusk Lantern.

Does anything with Darkvision not see the light? If you have Low-Light and Darkvision do you see it?

As far as I know, any creature with Darkvision has normal sight as well, so this line either makes it useless, or is just confusing: "A dusk lantern’s red light is imperceptible to creatures relying on darkvision as their sole form of sight."

Thanks,

It's a little oddly worded, but the basics are that for any creature that possesses darkvision, they cannot see the red light unless they have another source of light within range that they can also rely on their normal vision (whether augmented by LLV or not).

The design intent is to give you a light that does not automatically reveal you to enemies with darkvision.

You're in complete darkness.

You light that lantern.

You see the red light.

Something using Darkvision doesn't see it, regardless of also possessing normal vision (unless another light source overlaps). If they were close enough, they'd see you and the lantern, but not any light coming from it.
