Well, not a spell exactly, but rime spell metamagic is a common go to, especially for winter witches. Any cold spell has a chance to entangle, so -4 dex, as well as -2 to attack, half movement, as well as the can't run/charge stipulation you usually get with half movement.
If you can manage to make touch spells into ranged touch, either through reach spell, either the cartomancer or gravewalker archetype, or just having the familiar deliver the spell, bestow curse is a heck of a spell. Though I'm a bigger fan of the 50% chance to act than the stat debuff. You could deliver bestow curse as a regular touch attack but I wouldn't suggest it.

Hi all, was wondering if I could get some opinions on great dexterity debuffs for a witch at any level, an example of one would be Touch of Gracelessness (its a wizard spell unfortunately but you get what I mean).
A pretty good 3rd level spell is Ray of Exhaustion. It is single target, though.
At the same level, Thorny Entanglement might be an effective AoE.
On the other hand, I would skip these two:

I was thinking about delivering bestow curse via spectral hand. What do you think?
