Okay, so normally, becoming Shaken would be a bad thing, and therefore be considered PvP for an ally to attempt to demoralize my character with Intimidate.
That said, Halflings have a Racial trait called Craven (ARG) which increases both their base speed (+10ft) and their AC (+1 dodge) while they are under a fear effect. Intimidate's Demoralize creates Shaken, which is a fear Effect. So while Shaken is annoying, there are certain in-game situations where having more AC or Speed would be more useful than the penalties given by Shaken.
Is it still PvP if I am willing and the PC can benefit from what is normally considered PvP?

Player-versus-player conflict occurs when one PC attempts; of his or her own volition, to kill, harm; or otherwise contribute to the injury of another PC.
While circumstances may arise where friendly fire occurs, a player must receive the other player's consent before performing such actions.
This is not an attempt to deliberately harm (quite the opposite) and the player has your permission.

The Demoralize action from Intimidate specifies it must be used on an opponent. Party members are not be able to demoralize each other.
Opponents is not the same thing as saying it doesn't work on PCs. Being party members doesn't make them allies. You can designate allies and enemies all you want. For PFS, normaly, it is best to regard PCs as allies, but you should be able to designate them enemies provided you don't break the PvP rule in the process.
I could have this wrong.

I would however start applying the Try Again penalty towards this trick.
How many times can the same guy yell at you to get your heart-rate up before it starts to not have an effect?
Sounds entirely reasonable. And I wouldn't expect to use it all session, just in times of need (like jumping gaps).

You could always role-play it as though your Halfling isn't in on the plan, even though you as a player are.
"Bartok, why do you keep yelling at the little guy!"
Bartok: "We're in a hurry, and he runs faster when I do!"

Make a craven halfling. Spend 2PP on a cause fear wand. Request party members to cast it on you.
This build amuses me, greatly.
The really funny bit is that the Halfling can also take "fleet of foot" which increases my base speed to 30ft. So a Craven halfling can move 40ft.

You know, now that I think of it, now might be a good time to diversify my portfolio. Natural attacks at bargain price just don't seem to be the in-thing right now, but... two hits of Toughness and two traits, or even feats, all for the low price of a single feat? Why, that's a bargain!
Does anyone have any connections in the Realm of the Mammoth Lords I might be able to work with? Profits will be split most fairly; I'm more of a wholesaler and distributor than a con artist.
I should actually make this into a real character someday; I've always loved the traveling merchant shtick.

Hmm... could it be that this lovely lady and her compatriots are in need of management for their musical careers? What an intriguing offer. After all, I hear the arbitration in Averaka is second to none, and I'm always eager to secure new character options to peddle across the Inner Sea.
