From Hell's Rebels Player's Guide under the role of Recruiter in the Silver Ravens it says
"Recruiter: The number of supporters recruited during the Upkeep phase on a successful Organization check is increased by the officer’s character level. This bonus stacks with that provided by other recruiters."
Now the only time you actually gain supporters during the Upkeep phase is if you roll a natural 20 during the Supporter Attrition step. So if I'm reading this right the only thing the Recruiter position does is give you a few extra supporters and only when you roll a natural 20 or is there something I'm missing?

By the rules, yes. As you note, though, that's a terrible benefit, so I had it work anytime the players take the Recruit Supporters action. I don't think that unbalances things at all.
Same here, and it's working out fine. Although I did increase the supporter numbers for each rank based on other GMs finding that the rebellion tends to level too fast.

Is the rebellion going to count substantially everyone in the city among its supporters by Book 4?

I got the impression, as GM, that the rebellion's supporter increase was a bit to slow, so I gave the rebellion some "bonus actions" to attract supporters - based upon the PCs' creative ideas (perform a propaganda musical at a local inn; establish a ferry service after the bleakbridge tax hike to 2 gp, etc.).

Well, considering my party just hit Book 4, and they just hit Rank 15, no.

No, I mainly upweighted the earlier levels slightly, tailing it off a bit more towards the end. It ended up being a small overall increase.
I also increased Kintargo's population a bit, partly to help make it a bit bigger than Vyre, and partly to allow the pop to drop off more as Thrune's presence has an effect. Given Kintargo's position, you'd expect a bunch of people to either move out to live with family in the villages as the proclamations bite, or if they are more itinerant workers to jump to Magnimar or Vyre where there is no Martial Law in force.

I'm a bit late to this dialogue but the following sentence appears in the Recruit Supporters action section: "On a successful check, increase the rebellion’s supporters by 2d6 + any bonuses granted by Recruiter officers." So it looks like Misroi's solution was per the rules.
The Recruiter section is missing a word: "The number of supporters recruited during the Upkeep phase OR on a successful Organization check is increased by the officer’s character level." Or you could just ignore the Upkeep phase altogether since it only applies on a roll of a 20.

Yes, and increasing the number of supporters required to rank up will drive that percentage even higher. Hence the jibe.
