Would taking the Evangelist prestige class as a non-Unchained Monk negatively impact the Monk's base attack bonus? It looks like, since Evangelists get both the benefits of the prestige class itself as well as their base class it's a win-win, but I wanna make sure.

It would negatively impact his normal attacks, FoB on the other hand...
Starting at 1st level, a monk can make a flurry of blows as a full-attack action. When doing so he may make one additional attack using any combination of unarmed strikes or attacks with a special monk weapon (kama, nunchaku, quarterstaff, sai, shuriken, and siangham) as if using the Two-Weapon Fighting feat (even if the monk does not meet the prerequisites for the feat). For the purpose of these attacks, the monk's base attack bonus from his monk class levels is equal to his monk level. For all other purposes, such as qualifying for a feat or a prestige class, the monk uses his normal base attack bonus.
EDIT: actually it wouldn't impact the normal attacks at all since Evangelist and Monk have the same BAB progression.

It would minorly negatively impact regular BAB progression. You'd have your +7 BAB over 10 levels from Evangelist (2.5 x 3). At 6th level, when you'd presumably be taking your first level of Evangelist, you get a +0 instead of a +1. Unless you are using fractional base bonuses (highly recommended), you will be progressing like:
Level_BAB_Flurry BAB_3/4 BAB
1st:____+0____+1____+0 (Start Monk)
2nd:____+1____+1____+1
3rd:____+1____+1____+1
4th:____+1____+1____+1
5th:____+0____+1____+0 (5th level of Monk)
6th:____+0____+0____+1 (1st level of Evangelist)
7th:____+1____+1____+1 (1st level of Evangelist-Monk)
8th:____+1____+1____+1
9th:____+1____+1____+0
10th:___+0____+1____+1
11th:___+1____+1____+1
12th:___+1____+1____+1
13th:___+1____+1____+0
14th:___+0____+1____+1
15th:___+1____+1____+1 (10th level of Evangelist, 9th level of Evangelist-Monk)
16th:___+1____+1____+1 (6th/15th level of Monk)
17th:__+1/+0__+1____+0
18th:___+1____+1____+1
19th:__+0/+1__+1____+1
20th:___+1____+1____+1 (10th/20th level of Monk)
Total:___14____19____15
In the table, the left column is the expected regular BAB increases for a Monk 5->Evangelist 10->Monk+. Middle column is the expected Flurry BAB. Right column is the expected BAB for a perfect 3/4 BAB, such as a pure Monk, or a Monk 8->Evangelist 8->Monk 4. The split in the first column is me being uncertain about what BAB you should have as a higher-level Monk (Do you advance your effective Monk BAB/saves level while taking Evangelist levels? Or do you treat it as if only your other class features advanced - i.e. 15th level Monk features on a 6th level Monk chassis?). In the table, you take a BAB hit the first level you take for Evangelist. There are points when the Monk+Evangelist BAB catches up, such as 9th and 13th level, but for the most part, you will be a BAB behind. You will be permanently behind by 1 at either 17th or 19th level.
Flurry of Blows would be mostly untouched, besides the fact that you are starting 1 level behind, which would be a -1 to your effective full BAB.
Overall? It's basically -1 BAB. Not a huge hit.

I thought the OP was talking about abusing the FAQ,
A monk using flurry treats his BAB from monk levels as equal to his monk level. He still adds BAB from other sources (such as other classes or racial Hit Dice) normally to this total.
So a fighter 19/monk 1 has a normal BAB of +19. When he flurries, he treats his monk BAB as +1 (for his 1 level of monk) and still gets BAB +19 from his fighter levels, for a total flurry BAB of +20.
Basically, he wants to double dip adding the BAB from flurry to the BAB from the evangelist's innate BAB, since the evangelist BAB is not from a monk level. The same abuse could be done by an avenger vigilante.
There's nothing that actually says you can't do this, but it can be assumed that you can't. An FAQ could be needed, but it's probably not a major concern to the design team.
