There are DISCOVERIES that will basically give you what you want here though:

Later on there's also GRAND MUTAGEN and TRUE MUTAGEN.
In answer to your question, the answer is no.
There are rules which allow you to create a second mutagen ...

... but as you can see even here you cannot combine the effects of the two mutagens you've created.
