Hi

It says under the Phantom Blade archetype that it functions as the Bladebound archetype's Black Blade, except as noted.

Does that mean it gets arcane pool and all the associated bonuses at the appropriate level?

Strictly speaking, yes, the Phantom Blade has an arcane pool, as it wasn't indicated otherwise on the table.

However, due to the fact that the Phantom Weapon Progression Table does not include either Black Blade Strike, Energy Attunement, or any of the other Black Blade abilities that allow you to spend arcane pool points from the blade, there is no way for you to benefit from the phantom blade's arcane pool. So while it exists, it is effectively unusable, and therefore might as well not exist.

Tangentially related, as it's not stated, but I'm assuming manifesting the phantom blade is a 1 minute thing, similar to summoning the spirit? There's an ability that makes it a swift action, so I just wanted to make sure.
