Strange creatures are stealing the fishermen's catch.

A drowned body was recovered, and it was covered in extra eyes.

A ship filled with mages are blockading the harbor and halting trade.

A bullying buccaneer is terrorizing local merchants, but the constabulary have been bribed to look away or are scared of him.

A mysterious ghostly figure can be seen dancing on the water in the moonlight.

An ancient gold piece is discovered in a fish caught in a hidden cove.

A new tavern is selling extraordinarily cheap, but potent, libations, and sailors are out of control.

Someone is drilling holes in the keels of ships.

Grand Lodge

unbeknownst most everyone outside of the port town, an invading military took over the port and are using it as a launching point of an invasion.

After a fisherman returns with a mysterious creature from the depths, a new religion is formed within the town and visitors aren't allowed.

A literal Ghost Ship has shown up, just off shore, and the historians/archaeologists sent investigate have no memory of any research they've done.

During a seasonal harvest festival, half the town is poisoned- and the local hag says it's a curse.


Glydwen's Fine Boats sells very fine boats indeed, but somehow those who sail in them are lost at sea more often than not. (Glydwen is a member of a secret cult; he marks the boat-keels with a special scent that attracts the creature to whom the sailors are dedicated as sacrifices.)

A boat is blown ashore from somewhere beyond the horizon; the only occupant is a young woman who speaks none of the local languages but seems inclined to demand respect from everyone. Or Else.

Four young boys are teasing and tormenting something by the waterside. Suddenly it reaches out and slashes one of them open. What do the PCs do? (Is it evil? Reacting against its tormentors? Merely a rabid housecat? A vorpal fish? Do you want to get close enough to find out?)

A dead fisherman walks up out of the harbor to the water's edge. "Bring me my greatest treasure," he says, "and I will return to the deep. Fail, and every boat that leaves these docks belongs to me."

Two fisherman get in an argument about certain lobster pots, alleged to have sustained wilful damage. The argument doesn't quite turn to edged weapons, but everyone in town is taking sides and refusing to help people on the other side of the debate... right before the great lobster festival.

A middle-aged woman, drably dressed and heavy-handed, offers to sell herself into slavery to one of the PCs -- her husband died at sea, and none of the other families will take her in, and winter is coming on.
