Creatures with spell advancement usually have this noted in the main entry for their creature type. For example, "Spells: A dragon knows and casts arcane spells as a sorcerer of the level indicated in its specific description. Its caster level depends on its age, as shown for each type."
If a creature doesn't have any text of this sort, then its spell abilities are probably set and simply don't advance (other than stuff like DC's and Caster Level, anyway).
That said, Charisma is a common stat for creatures to use for their casting, as it typically represents 'innate' casting ability, which is common among creatures, as opposed to something studied or gifted to them.

Even "magical" monsters seldom casts spells. Most have spell-like abilities which, while functioning of Charisma, isn't the same as sorcerer spells. Add hit dice to such monsters doesn't add additional spell-like abilities.
Some monsters casts spells. Most of those emulates sorcerers, but not all. Nymphs casts spells as 7th level druids, for example. Adding either racial hit dice or druid levels to a nymph would increase its spell casting appropriately. Same goes for other spell casting monsters.

Yeah, I didn't want to go that in depth until the OP said which creature they were looking at but those were basically my thoughts as well.
Which is, you wont actually get more spells per day or new spells to cast.
The duration will go up based on HD, and DCs will go up if charisma increases.
Unless the creatures says that it casts like a *insert casting class*.
