No, because he only has +1 worth of powers to grant and those powers cost 2. The fact that the weapon itself is +2 is irrelevant.
He can put flaming, but not flaming burst, and he can't put speed on it at all.
But she claim that "I have +2 greataxe. When i activated divine bond i can have +3 bonus. Thus hasta equal +3. I can use haste. "
