The scorpion is Mindless (No Intelligence score, and immunity to all mind-affecting effects). It does not have an Intelligence of 0, rather it has an Intelligence of -, so I do not believe Eye for talent or any means will grant the scorpion or any vermin an Intelligence score.
I could be wrong, but that is my understanding unless it is written differently somewhere else.

It is specified that you can increase the vermin's intelligence, but this causes it to lose the mindless quality.
You've got to love how the rules are all spread out regarding the same topics. So I looked under druid for animal companions and saw that clause in there that you reference about being able to take it from - to 1 and losing the Mindless trait. I guess if druids can do that, then a human could add the +2 for Eye for Talent, etc.

Alterantively then, would the +2 be registered at level one, but not take effect until the scorpion becomes level 4, removing the - and changing it to a 1, then able to apply the +2? This might actually be more beneficial, allowing you to be mindless for low levels, ignoring mind spells, until you are finally able to get feats and it pops out.

A + is a +. if the +1 from the stat up will give it a brain, so will the +2 from caretaker or eye for talent.
having 1 trick and the bonus trick (which is all you get with a mindless companion) makes it very hard to control your pet). It also keeps you from getting any feats , so you're going to want to up that int ASAP
