Yes it is. Please see the blog post introducing the core campaign. Also, in the future you can post questions regarding the core campaign in the forum specifically for the core campaign.

Correct, the general rule is that the player needs to own the source of a rule, and for retraining the player should own Ultimate Campaign (either a physical copy that he shows to the GM signing off on the retraining, or a Paizo watermarked .pdf).

Does this open the door for other exceptions?
Yes. As I understand it, the PFS FAQ is legal in core, and subsequently, any FAQ answers which reference blogs or messageboard posts, are also legal in core.
So, in example, that Pharasma Modifed Death Domain is legal in CORE because the FAQ references a message board post that links to the blog post that allows this modified death domain.
And basically the justification here is just that it's hard to argue against the FAQ for PFS in core, despite how grey it is.

Except, if Ultimate Campaign is allowed, is it CORE anymore?
Maybe a future Guide could include retraining rules. I think they could be cut down from what's in Ultimate Campaign to one page with a table or two, adding details, as it would already be beneficial to fold in the PFS specific Prestige cost.
