When I use a scroll with a level 1 spell for parchment swarm does it still do damage?

What is Parchment Swarm.

Or I guess, where is Parchment Swarm, since it's obviously a spell. :-)

I'm curious because it rings a bell but I can't place it. :-)

It's poorly written overall. I would say the parchment swarm always does the 1d6 points of magical slashing damage per caster level.
