patron spells how do they work?

do i get them at the lvl it says? i am making a winter witch at 6th lvl it says i get ice storm but it is a 4th lvl spell. i only have 3rd lvl spells.

You get it as a 3rd level spell. "Early access" is a benefit for some patron/bloodline/discipline/whatever class features that give bonus spells. If you get it before you can cast it then you get it as a special spell at a lower level that you can cast at that level.

Some class features also give bonus spells that are late access, with the same proviso. Psychics can learn Ethereal Jaunt as a 6th level spell, but several psychic disciplines give it as a bonus spell at 14th, so they learn it as a 7th level spell.

what about the prestige class winter witch's patron's 3rd—wall of ice? do i get that too?

No, but you may. That spell, according to the class feature, is added to your spell list, but is not automatically added to your spells known.

Whenever you decide it's the spell you want for level up, one of the two spells added to your familiar. Or by any other method of adding a spell to said familiar.
