Help me understands what happens when an arcane spell caster puts reach meta magic on chill touch. The description says: "Targets creature or creatures touched (up to one/level)." Would this mean a level 5 arcane caster could throw 1 negative energy ball a round for 5 rounds? Or throw 1 negative energy ball for the first round but then the rest of the charges are discharged via touch.

I haven't seen anything to indicate that Reach Spell only works on the first charge of a multi-charge spell, so all charges should become Ranged Touch Attacks. (Some things DO only work on the first charge of a multi-charge spell, such as the Ranged Spellstrike of Eldritch Archer and Myrmidarch Magus before you get the 11th level upgrade to all the charges you can dispense through attacks in 1 round, but these have explicit text saying so.)

You cannot hold the charge on a ranged touch spell, so the spell dissipates when your turn ends. Barring ranged spell combat, that generally means a single charge.
Nothing about the spell changes except for range and appropriate roll, besides the higher spell slot and cast time. I searched high and low and nothing in the rules says you can't still hold the charge

the spell itself allows you to make one attack per level.

If I were playing an arcane sorcerer level 5 and used the meta magic reach on the chill touch spell would I be having to use full round actions for the 5 rounds each round in order to throw the negative energy balls or just the first round?
I play society so has anyone in society have experience with this?

The rules on ranged touch spells say you can't hold the charge. There is nothing inherent to chill touch that lets you hold the charge, the melee touch spell rules do that. If it's no longer a melee touch spell those rules no longer apply. You lose all the charges you can't discharge with the casting of the spell.
Multicharge touch spells are not good candidates for reach metamagic.
While not official Mark states in his thread that multi-touch spells are charges and thus follow normal charge spell rules.
