The Kobold FCB increases your AC by 1 every 3 levels. Will probably also need to take toughness to make up for the loss of hit points.
Scaled Fist so it fits thematically.
A trait that let you take FCB would be even better but that probably doesn't exist.
AC is a problem for monks, so that FCB is godsent.
The Kobold FCB will be rough at first and tilt in the favour of FCB-HP. But if we compare the opportunity cost at level each level, then you'll see that the Kobold FCB will net you greater gain.
Kobold FCB in feats:
+1 AC/feat is the standard trade with feats such as Dodge and Shield Focus. After level 6, you'd have overcome the feat cost of Toughness and for every 3 levels thereafter that difference only grows.
The problem is that you'd not be able to stack HP-FCB and Toughness, which is a problem for a race with a Con penalty.
Kobold FCB in items:
The AC bonus from Kobold FCB is equal to a Ring of Deflection, with the benefit that it will stack with it. So the Kobold FCB will be worth 2,000/8,000/18,000 gp at level 3/6/9 respectively.
+1 hp/level could be accomplished with a Belt of Constitution (which would also give you +1 to Fort saves, so not completely equal), at a cost of 4,000 or 6,000 if you combined the item with another belt (Not legal for PFS).
So at level 6 the gold cost of AC would overtake the equivalent gold cost of HP.

Conclusion: After the sixth level of Kobold FCB the opportunity cost saved in both feats and gold have overtaken the worth of HP-FCB.

My point should still stand, but add one feat to the 'feat opportunity cost' since you're taking Racial Heritage.
I'd probably not bother taking racial heritage for the FCB if I played from 1-12 since you'll have to wait until lv 6 before you break even. It is also tough on feat intensive builds.
Definitely worth it if you got feats to spare and started at a higher level.
