The closest is Skill Focus(skill name). If you have 0-9 ranks you have a +3 bonus (not additional ranks, a bonus), if you have 10+ ranks you have a +6 bonus.
While there are ways to get additional skill points, I don't believe there is a way make any of those skill points worth additional ranks.
I also know of no way to get ranks beyond your HD, although as above there are ways to boost the skill with bonuses.

Is there any way for a character to gain a bonus to a skill that effectively doubles the skill points put into it?
For instance, if I wanted to put one point per level into disable device, what would allow me to treat it as if I'd put two points into it?
There is a trait or ability that allow you to learn 2 languages for each skill point you put in linguistic, but that is the only way to do something similar to what you want, AFAIK.

I houserule that the profession skill adds to the other skill when making a skill check relevant to the profession.
Profession is a bit weird (like craft, BTW) as it should work in synergy with other skills in some situation.
If you appraise something that you can build (let's say you have profession scribe or craft books) you should get a bonus to the Appraise check, but that is rarely relevant in play.| Hugo Rune |

That's pretty much how it works. With the craft skills I worked backwards to work out what an apprentice (level 1), a journeyman (level 3) and a master (level 5) should earn. Looked at how high they could get their craft + profession skills and made the DC of different items fit. I then charged x per point for different complexity items and it all seemed to fit into place. I found that my commoners and townsfolk were better at making things than adventurers and the economic system all slotted together.
I've also extended the profession skill to things like profession (weightlifter) who gets a bonus to lifting things in tournaments and the like.

This kind of things exists but is not dealt with extra skill points.
When a class puts a focus on a specific skill, you usually have a class feature giving you +1/2 your level to that skill.
Rogue and ranger are 2 examples of this thing.
