You do it before drawing back up to your hand size.
While you reset your hand, you may only play cards or use powers
that say they may be used when you reset your hand. First, you
may discard any number of cards. Then, if you have more cards in
your hand than your hand size specifies, you must discard until the
number of cards in your hand matches your hand size. Finally, if you
have fewer cards than your hand size, you must draw cards until the
number of cards in your hand matches your hand size.

Hum.. to me it looks like this just says what types of power you can use, not when.
When it starts the sequence (first..., then..., finally...) it doesn't say in which part of the sequence you can play those powers.
Am I wrong?

I'm with Frencois. "Finally" you draw your cards. This ends your turn.
You couldn't recharge an armor "while you reset your hand" once resetting your hand has ended.
So, you might say, while I am drawing my cards, I draw an armor I can recharge when I reset my hand, so I can just recharge it then, because I haven't finished drawing my cards.
Interesting idea. I think the rule "Finish one thing before you start another" applies here. You can't interrupt drawing cards to play a power on a card.

We've clarified this in the Mummy's Mask rulebook:
Resetting Your Hand
Do the following whenever you are instructed to reset your hand. First, apply any effects that happen when you reset your hand. You may also play cards or use powers that say they may be used when you reset your hand. Next, you may discard any number of cards. Then, if you have more cards in your hand than your hand size specifies, you must discard until the number of cards in your hand matches your hand size. Finally, if you have fewer cards than your hand size, you must draw cards until the number of cards in your hand matches your hand size.
(Mechanically speaking, it doesn't really matter whether you recharge them before or after you discard, but it does matter that you do it before you draw.)
