Is it legal to buy durable blunt arrows and or durable blunt arrows made of exotic metals.
Durable arrows are described as:
"These arrows are tightly wrapped in strands of alchemical glue. Durable arrows don’t break with normal use, whether or not they hit their target; unless a durable arrow goes missing, an archer can retrieve and reuse it again and again. Durable arrows can be broken in other ways (such as deliberate snapping, hitting a fire elemental, and so on). A magical durable arrow with an enhancement bonus or magic weapon special ability applies these magical effects only the first time it is used—afterward, the durable arrow becomes non-magical, and it can be reused or imbued with magic again."
This implies to me that the only difference between a normal arrow and a durable arrow is that the shaft is wrapped in alchemical glue ,independent of the arrowhead material, so it doesn't splinter upon impact. Hence why people normally buy arrows with arrow heads of exotic materials (e.g., cold iron, mithral, etc.).
Blunt Arrows are described as:
"These arrows have rounded wooden tips that deal bludgeoning damage rather than piercing. An archer can use a blunt arrow to deal nonlethal damage (at the normal –4 attack penalty for using a lethal weapon to deal nonlethal damage)."
As such, I would expect you can have, at a minimum, a durable blunt arrow. Especially because the durable arrow doesn't identify whether it is piercing or blunt type ammunition.
The next question is can you have special materials for blunt arrows (i.e., can you replace the rounded wooden tips with rounded silver, cold iron, etc.) and thus have exotic material durable blunt arrows.

You could do bone, darkwood, or greenwood, but not mithril, adamantine, iron, stone, etc.
For arrows in general: you can do adamantine: its one of the more popular durable arrows. Special metals can be applied whenever the business end of aweapon is made out of metal

Nothing there says that the arrow head is made of wood, or metal, or lead, or a tightly wrapped beanbag. So you can get the arrowhead out of whatever you want pretty much.
