How did Milani become a god?

I can't seem to find this described anywhere. She was a saint of Aroden. He died and .. then at some point she became a god?

Is it explained in more detail anywhere?

Inner Sea Faiths(Page 72): "Upon Aroden's death, bearing a tiny portion of the Last Azlanti's power and maintaining part of his realm allowed her to gain a foothold on divinity."
