Scrolls are actually very important to sorcerers for precisely this reason, because it gives them diversity they otherwise have a hard time with.
Wizards would use scrolls for a slightly different reason: to use for not-likely-to-happen-today problems, while using their prepared slots for probably-happen-today issues. Or stuff that needs higher DC/level.

Honestly as a dm I sweep the whole needing to be able to read the scroll issue under the rug for a caster who can use the scroll ( a caster that has the scrolls spell on their spell list) it just kinda takes the fun out of using scrolls, although I may require pc's to first use read magic or spellcraft to first figure out what spell is in the scroll first as I feel that is appropriate when you consider everyone's handwriting is different

My ruling as DM is that once you have used read magic, or deciphered with Spellcraft, you don't need to do it again and can use the scroll in a hurry... So you can do the deciphering in quiet times, and use the scrolls without risk when you really need to.
Not only is that your ruling... but that is actually how it works.
"A character can decipher the writing on a scroll in advance so that she can proceed directly to the next step when the time comes to use the scroll."
