Barbarian's rage:
While in rage, a barbarian cannot use any Charisma-, Dexterity-, or Intelligence-based skills (except Acrobatics, Fly, Intimidate, and Ride) or any ability that requires patience or concentration.

Urban Barbarian's Controlled Rage:
When using a controlled rage, an urban barbarian …… can still use Intelligence-, Dexterity-, and Charisma-based skills. This ability otherwise follows the normal rules for rage.

Likewise,
Bloodrager's Bloodrage:
While bloodraging, a bloodrager cannot use any Charisma-, Dexterity-, or Intelligence-based skills (except Acrobatics, Fly, Intimidate, and Ride) or any ability that requires patience or concentration

Urban Bloodrager's Controlled Bloodrage:
When using a controlled bloodrage, an urban bloodrager……can still use Charisma-, Dexterity-, and Intelligence-based skills. A controlled bloodrage still counts as a bloodrage for the purposes of any spells, feats, and other effects. This ability alters bloodrage.

So my question is,Can Urban Barbarian or Urban Bloodrager use abilities that requires patience or concentration, like Bardic Performance?

I don't see your question re: Bloodrager, as the text explicitly rules those out, it exactly reproduces the Rage text.
re: Urban Barbarian, since it says it otherwise works like Rage,
then the prohibition on abilities that requires patience or concentration still stands.
But as it happens, Bardic Performance doesn't involve either: it uses the exact same actions as normal combat actions, and you receive the benefits immediately, so there is no grounds for it involving "patience". Concentration is a specific game term relevant to spell-casting and does not apply to Bardic Performance. The prohibition of CHA-based skills is the only conflict between Rage and Bardic Performance. (and thus Bardic Performance is compatable with Urban Barbarian but not the other 2)

If you're interested in Barbarian/Bard combo, I would heavily suggest looking at Skald from Advanced Class Guide, either on it's own or multiclassed with Barbarian. The Rage/Inspired Rage abilities don't EXACTLY stack, but you can share rage powers between them and use the Barbarian Rage modifiers during the Skald's Inspired Rage (if they are higher).

nope, still can't do those, just lets you use some skills. Which removes any doubt of raging and performing a bardic performance.

Exactly why can't you use bardic performance and use urban barbarian?

Exactly anywhere does it say you need concentration for that?

They do involve Charisma based skills, mainly Perform, which you can't perform during a rage, as pointed out by Quandary. But, Urban Barbarian allows Charisma skills during the rage, so you could argue that you can use bardic performance as an Urban Barbarian.

Like to think he could.

Most bardic performances require zero ranks in perform skills and require no skill roll.

Not quite...
Bardic Performance (all usages) flat out states:

Quote:
Bardic Performance: A bard is trained to use the Perform skill to create magical effects...

When using Bardic Performance, you are still using Perform, even if the skill check result "doesn't matter" for Su effect,

you are still using the skill, and technically should still roll it, even the outcome merely governs "aesthetic enjoyment".
...Just as non-Bards cannot use mundane Performance merely for aesthetic enjoyment while Raging, neither can Bards use it.
Whether or not the Performance skill check result has direct affect on outcome of Su abilities,
Bardic Performace as "use [of] the Perform skill" still is a CHA-tied Performance skill usage that has aesthetic merit (or lack thereof).

Sorry, what I tried to convey was that some people have an issue with rage and inspire courage, thinking that all bardic performances are based on the perform skill. It's a valid interpretation because of wording used.
But since Urban Barb can use skills there's absolutely no way to have problems with urban rage and inspire courage from the same character.
