If I have the Orc Bloodline which states: You gain the orc subtype, can I take Beast Rider feat?

Not for PFS, no.

The Beast Rider feat is only found in the Advanced Race Guide. That's one of the few books that contains a "race restriction" clause in its Additional Resources entry.

You must actually be a Half-orc to select that feat.
