Does a bard who takes levels of dragon disciple get the bonus spells known from the draconic bloodline?
In the FAQ to the CRB it is written
(Note that the dragon disciple class has the blood of dragons ability, which explicitly states that you get your bloodline powers and bloodline spells; this is a special ability of that class and not the normal state for advancing spellcasting with a prestige class.)
What the CRB explicitely states is
This ability does not grant bonus spells to a sorcerer unless he possesses spell slots of an appropriate level. Such bonus spells are automatically granted if the sorcerer gains spell slots of the spell's level.
Before that sentences bonus spells are not mentioned. Which leaves open what happens if other spontaneous spellcasters like bards become dragon disciples. And it seems rather unusual that one class gets something from a prestige class while another doesn't.

Not when the prestige class in question was created SPECIFICALLY to extend the options of that one particular class.

Blood of Dragons
A dragon disciple adds his level to his sorcerer levels when determining the powers gained from his bloodline. If the dragon disciple does not have levels of sorcerer, he instead gains bloodline powers of the draconic bloodline, using his dragon disciple level as his sorcerer level to determine the bonuses gained. He must choose a dragon type upon gaining his first level in this class and that type must be the same as his sorcerer type. This ability does not grant bonus spells to a sorcerer unless he possesses spell slots of an appropriate level. Such bonus spells are automatically granted if the sorcerer gains spell slots of the spell's level.
It is specific about you gaining just the bloodline powers. No other benefits for a bloodline, including bloodline spells, bloodline feats, or bloodline arcana are gained if you are not a sorcerer, bloodrager (as per another FAQ), or other class that gains a bloodline as a class feature through an archetype.

The line says "This ability does not grant bonus spells to a sorcerer unless he possesses spell slots of an appropriate level. Such bonus spells are automatically granted if the sorcerer gains spell slots of the spell's level."
So it's only granting spells to sorcerers and only if they possess high enough spell slots. Since a bard has no sorcerer spell slots he doesn't get any bonus spells known.

Ehm, I don't think this is right?
A bonus spell: Spells per day, gotten from high attributes.
A bloodline spell: An extra specific spell known, dependent on your bloodline.
As I read it RAW, Dragon Disciple only improves Bloodline powers, and gives you extra spells/casterlevel. (ie, as if the PC is a level higher for the "Spells" class feature)

There's also this bit from the pre-reqs, Note the bolded material especially. The Dragon Disciple is to the Draconic Sorcerer is almost what the Winter Witch PrC is to... the Winter Witch.
Spellcasting: Ability to cast 1st-level arcane spells without preparation. If the character has sorcerer levels, he must have the draconic bloodline. If the character gains levels of sorcerer after taking this class, he must take the draconic bloodline.
Since the bonus spells the OP is asking from come from the draconic sorcerer class through Blood of Dragons and not the PrC itself, they are not available if someone takes this PrC through a non-sorcerer avenue.

Hahaha, What do you mean this isn't right? That's quoted from the blood of dragon's ability. Sorcerers get their bloodline spells if they have spell slots of the appropriate level.
