I am wondering if the rogue talent Spell Storing could count as being able to cast 2nd level spells for the purpose of taking levels in the Arcane Savant prestige class. I can cover the creating feat by using Master Craftsman but I still need to get spellcasting 2nd level for my wand wielding rogue. Anyway so is this possible?

No, Spell Storing never implies you are casting the spell, you never have your own Caster Level.
Spell Storing has less rationale to qualify for that than SLAs do,
which have been ruled as not meeting "general spellcasting" requirements.
(although they can meet specific requirements, e.g. "can cast Detect Poison", and you do have your own CL for them)
To wit, the PrC's mechanic which interfaces with the general spellcasting requirement is:
"At 2nd level and beyond, an arcane savant gains new spells per day as if he had also gained a level in a spellcasting class he belonged to before adding the prestige class."
and obviously that doesn't work very well if you don't have class-granted spells/day, spells known, CL.
If you were interested in Arcane Savant, you might want to look at Magician Archetype Bard, in Ultimate Magic.
It has similar abilities re: Dispelling, Spell Trigger items, off-list spell access, and so on.

I was looking at rogue for the build so that I could duel-wield wands for improved power on one, so I'm not sure magician would work. However I do still want Arcane Savant.

Have you considered Eldritch Scoundrel Rogue 5/Arcane Savant X?

Eldritch Scoundrel, especially if applied to an Unchained Rogue, is a really nice archetype. It reminds me of playing a Magic-User/Thief back in 1st edition.
I'm reading it and wondering, since I do get a Rogue Talent at level 4 could I use it in combination with Counterfeit Mage to help boost my Wand Skills?

I'm not sure why you would want to. If your wands are from the Wizard/Sorcerer list you won't be needing UMD. What wands do you plan on using?

While most of the spells are on the wizard list there are a few, such as Blade Dash, that I was hoping to get that aren't on the spell list.
Most of all, I want Beguiling Gift, as this person is going be a thief focused on wands and other UMD related things. With Beguiling Gift I can give any cursed items I have. Also fun imo is to act as a merchant, Beguiling Gift a wand or related item onto someone, then have them arrested for "stealing" my items.

I took a look and they aren't compatible. Eldritch Scoundrel alters the Rogue Talents feature and Counterfeit Mage replaces the 4th level Rogue Talent which is a subfeature of Rogue Talents.
But you can get your UMD pretty high anyway. It's a class skill so that's +3 right off the bat. You are going to need a fairly high Int, and the Pragmatic Activator trait will let you use it in place of Cha for UMD. Just keep your ranks maxed and I think you'll do fine.

Questioners are actual casters and get the Bard spell list so they don't need UMD for Beguiling Gift or Bladed Dash wands. They can take Eldritch Conduit as an Investigator Talent, and they can also get very high UMD.
- UMD is a class skill so you get +3 already.
- You can use Inspiration on UMD so that is another +1d6 (or 1d8 if you end up getting Amazing Inspiration). Device Talent will even let you use Inspiration for UMD at no cost.
- And if you want to use your high INT for UMD you can still pick up the Pragmatic Activator Trait.
Now that I can see more of your goals, I think this might be a better fit than a Rogue.

Alchemists can't make wands, they don't have a caster level. There's a reason they need special language in their Brew Potion ability just to allow it to function.
Couldn't you use Master Craftsman to get a caster level or am I reading it wrong?

Yes.
He knows the same number of spells and receives the same number of spell slots per day as a bard of his investigator level, including for cantrips.
Second, am I reading right that I don't have to make extracts.
You not only don't need to make extracts, you can't make extracts. You are trading out Alchemy to be a normal arcane caster like a Bard.
Then on semi-unrelated note, can a Alchemist make wands for me. If so, can an Alchemist make a wand that casts a Combined Extract?
Even if they could make Wands from Extracts this wouldn't work. Combine Extract is 8th level and Wands are limited to 4th level.
