Can I use effortless lace on a mindblade? Would it stick or would the bonus if granted after 24 hours vanish if resummoned?
If I use Thunder and Fang... my Klar's shield bonus would never be able to be changed...?
Basically, can I make alterations to the blade that stick between summonings?
I was trying to fight with 2 rapiers and the -4 is killing me.
Can I go full attack with two weapons (-4 to all attacks) and cast in the same round (another -2 to all attacks)...? That seems to be how it works to me... an I wrong?

The lace must remain on the weapon for 24 hours consecutively, which is a tall order for a weapon that vanishes the moment you aren't holding it. You almost certainly will let it go when you sleep for the night.
Even if you manage to stay focused that long and the lace merges, the moment the weapon vanishes, the lace is considered destroyed. So either you can't use the lace, or you can never let go of your blade again.
If I use Thunder and Fang... my Klar's shield bonus would never be able to be changed...?
Don't know what you mean by changed? If you mean enchanted, that's accurate; it's ambiguous if you can even summon a shield with your mindblade ability, but if you can, it only has enhancement bonuses for acting as a weapon, not for acting as a shield.
Basically, can I make alterations to the blade that stick between summonings?
Every new mindblade summoned is unique, different from the one prior. You aren't summoning the same weapon back, you're manifesting a completely new one each time.
Can I go full attack with two weapons (-4 to all attacks) and cast in the same round (another -2 to all attacks)...?
Once you gain the ability to use spell combat while wielding two weapons, then yes, you can use it alongside Two Weapon Fighting in your full attack.

Um...why would the lace be considered destroyed?
Technically it still exists as a worthless cloth, but magically speaking it is destroyed as soon as the weapon disappears.
Once an effortless lace's abilities have been conveyed to a weapon, the ribbon must remain attached to the weapon or its effects end immediately, its magic is permanently lost, and it is reduced to worthless cloth.

I don't think the weapon 'goes' anywhere. It isn't like a Mindblade stores and retrieves weapons from some inter-dimensional warehouse. We are told that the weapons are 'formed from psychic energy' and that '[w]hen a psychic weapon vanishes, the mindblade regains the psychic energy used to create it.' So a Mindblade can make a sword, dismiss it, and make another one, but creating the new sword isn't the same as recalling the old one from some other realm.
When dismissed it would seem that there is no longer a hilt for the lace to be attached to. That Lace would immediately lose its abilities. Why would any new sword get its own Effortless Lace?

yeah, it looks pretty solid that the lace would be wasted on a mindblade. Outside of PFS you could make a case that spending the resources, the same as any other player, should net you the same results but the Mindblade already has a lot of advantages with early access to enhancements, fluid choice of weapon type and freely assignable bonuses. You can still go with slashing grace or Aldori dueling sword for dex based Mindblades but the lace is a loss :/ For duel wielding rapiers may not work but you can go with Short swords, or with the feats Saw-tooth Sabers.
