If you're not going to actually use TWF to get extra attacks, but just use your iteratives, then the effort class doesn't matter. For example, if you're holding a Longsword in one hand and a Whip in the other, and your BAB is +11, you get 3 iterative attacks, can assign either weapon to those three attacks, and none of it is TWF so you suffer no penalties and both weapons get full Str/Power Attack. You won't be able to threaten right away with the whip until you pursue the Whip Mastery chain, but once you do, you're golden. Get yourself a weapon storing glove, and you can quickly "put away" the whip for situations where you want to two-hand the longsword. What kind of base class are you going to use before entering HKs?

I've had the idea for a character based loosely on the supervillain, Whiplash, who dual-wields whips. It's VERY Feat intensive, and Fighter is one of the few classes that gets enough Feats to make it work. I had a build in mind for a Warpriest to take advantage of the Sacred Weapon increasing damage on the whips, too.

I'd recommend the Kyoketsu shoge over a whip. It does everything. You get reach, off-hand (to make AoOs within 5 feet!), you can throw the iron loop up to 20 feet away for a bludgeoning attack (and just yank it back with the rope before your next attack), you can disarm or grapple... so throw Improved Critical (Kyoketsu shoge), Improved Disarm and Improved Grapple on that fighter and you get something fierce...
EDIT: I forgot that if you take one level of Unchained Monk then your fighter can flurry with it... it's a monk weapon... this doubles your attacks at level 1-5, without the -2 penalty that TWFers get...
EDIT2: I'm not gonna come up with an entire feat progression for such a fighter, but Weapon Focus/Specialization should probably be in the mix if you're going for damage, or you can swap the Improved Disarm/Grapple feat recommendations above for Dirty Fighting, etc.

Then you definitely need to check out the Weapon Master's Handbook. Fighters can now get the same damage increase as a Warpriest through the Focused Weapon Advanced Weapon Training option.

Also if you want the option between a sword and something whip-like you could be a magus and abuse the heck out of Blade Lash. At level 3 you can take the wand wielder arcana and just go all day with a wand of bladelash in your off hand.
Your weapon elongates and becomes whip-like. As part of casting this spell, you can use this weapon to attempt a trip combat maneuver against one creature within 20 feet, and you gain a +10 bonus on your roll, after which the weapon returns to its previous form.

Wanna get even sillier?
Add Combat Patrol.
Huge threatened area during your turn for massive cleavage, or ridiculous AoO silliness between your turns, whichever works better for the situation.
