Multi Spell Wands

Rules Questions

I know that you can add multiple effects to a wondrous item or ring for an additional 50% cost. Can the same be done for Wands?
EX: Wand of Grease and Burning Hands. Separate charge pools for each spell

Same question for Staffs. Can I make a staff with 2 separate charge pools and spell lists?

No.

Multi-spell wands are called staves.
If you have two separate charge pools and spell lists, you also have two staves.
Many folks regret the limits on the power a staff can carry. Those ten charges can dry up fast, especially since some powers may require multiple charges. They are not gattling guns. They are more like old friends, reliable over time. And you can recharge them an unlimited number of times. Ain't life grand?

I don't think that there is any actual rule text suggesting that multi-effect wands are illegal. I think that rules-as-intended bar them, but really, it will come down to table variation.

Only the RAW description of what a wand is.

A wand is a thin baton that contains a single spell of 4th level or lower.

If you could put multiple spells into a wand, you wouldn't need specific rules governing how a staff works.
