For the perquisite 13 STR in order to qualify for the feat? No.
Other than that STR doesn't actually interact with PA, the only thing that matters is if you're one-handing or two-handing a weapon.
And your BAB. But you do need the 13 str as a pre-req. Or do what I did - a two level dip in ranger to get it as a bonus feat with no prereqs.

The only thing Power Attack cares about is what weapon you're using and how you're attacking. Only the prerequisite needs to be met, which can't be replaced by Dexerity, so you have to have 13 Strength no matter what. Whether you are using Strength or Dexterity does not matter for the functionality of the feat.

...unless you dip two levels of ranger/slayer. They have the 2handed style for their combat style, and that lets you snag power attack without the prerequisites. It is how one would typically get power attack for their nice, two handed elven curved blade that is going agile.
But generally- yes, dex to damage is usually meant to be troublesome (cause you are cutting out the usual melee stat, str, in order to use the one with all the side benefits instead). So this stuff happens.
