If it doesn't state it, then the Bloodrager is CL4. Not sure why.
They were trying this to see if it would work. In theory, then, the CLs for Ranger and Paladin should also have the -3 removed (if this experiment was successful), but I have not seen an update for that.
It is probably reasonable enough to house rule though.

It's been mentioned by the designers that it is intentional for the Bloodrager and not an error. I can't remember if it also meant that they also had a CL already at level 1 to 3.
The current assumption is that no class receives a caster level before it can cast spells. Thus, Bloodrager has no caster level at 1st through 3rd levels and then begins with caster level 4 at 4th level.
Bloodragers are supposed to be more "casty" than paladins and rangers, for example they get several blast spells that scale on level. If they were lagging behind those would be entirely pointless. (Now, they're only slightly pointless compared to melee damage.)
I suspect their reasoning was that if Bloodrager had caster level 1 at 4th level, it would feel too much like a multiclass barbarian 3/sorcerer 1. A hybrid class is supposed act like a fusion of the two classes rather than a multiclass. Before 4th level the only reminder that Bloodrager is an arcane class is a 1st-level bloodrage power (Blood Sanctuary is more like Evasion), so when the bloodrager's spellcasting finally kicks in at 4th level, it is nice that the 1st-level spells have level-appropriate impact from scaling up.
