You can start out that way... take the Regional trait Chosen Child or the Social trait Rich Parents
And buy Cap of human guise

Vigilante identity doesn't really talk about what you look like, I think in general it is pretty much assumed that most features are concealed.
A character could of course always choose to use the disguise skill to obscure their race.
The seamless guise ability means that even if someone says "Hey, its weird that both you and that Blade guy are both dhampir and you are never in the same place at the same time." You can make a disguise check with a +20 bonus to convince them that you aren't the same person. "That cad, He is obviously Morovi-born while I am Vetala-born. Plus I wear glasses."

Dhampirs (and full undead) actually get a specific social talent, Guise of Life, that gives them a human social identity to use as an additional social identity. That one's really nice since you now have a spare dhampir social identity to use in a pinch. Otherwise, sure- you'll just be taking the disguise penalties for disguising yourself as a different race. The talent is in Spymaster's Handbook.
(Incidentally, since dhampirs are living creatures, they can also take the social talent that gives them an extra undead social identity, allowing them to fake being a full-fledged vampire.)

Either a corporeal undead or a "humanoid with the negative energy affinity racial trait".
